Home and Community Based Settings Rule Refresher
The Home and Community Based Services (HCBS) Settings Rules, released by the Centers for Medicare & Medicaid Services (CMS) in January 2014, is meant to ensure that programs[1] funded with HCBS dollars provide people with disabilities opportunities to live, work, and receive services in integrated, community settings where they can fully engage in community life.

In July, the state of New Jersey replaced its contract based Medicaid reimbursement system and implemented a fee for service model. With this shift in payment methodology, individuals receiving services will have the flexibility of an individual budget; a person-centered model. Individuals will experience this choice driven system, powered by community integration with a goal of supporting individuals living independent lives, working in their communities.
