OIG Update; Audit of Personal Care Services in West Virginia

The Office of Inspector General ( http://oig.hhs.gov) just released an audit report of Personal Care Services in the State of West Virginia.? Over a 2 year audit period, they looked at 100 beneficiary months and of those 18 were found to have a claim or claims that did not meet federal requirements.

 

In total, the audit report recommends that the State agency:

    • Refund $360,539 to the Federal Government and

    • Improve its monitoring of providers to ensure compliance with Federal and State requirements for personal care services.

The two main deficiencies laid out in this report are Services Not Supported by Documentation and Services Not In Accordance with Plan of Care.? If agencies are still utilizing paper based methods to document services and plans of care, they run a real risk of incurring these types of deficiencies.

 

Everyone knows that auditors are looking very carefully for misuse of Medicaid dollars.? Human error is a fact of life when agencies put their faith in paper, binders and non-electronic sources.

OIG Audit uncovers inadequate exclusion controls in Colorado

Below is a link to an Office of the Inspector General’s report that was just released concerning the State of Colorado and some unallowable payments made to agencies that employed people on the exclusion list. Exclusion list check functionality is built into the Connect Platform – allowing agencies to seamlessly run checks against their list of employees while never having to leaving Connect. If an employee comes up on the check, their record is flagged.

The Managed Care Trend

The trend of States moving health care from Medicaid to Medicaid Managed Care is one that is growing.

This directly affects provider agencies in terms of how their clients are managed, how funding is structured for each client and ultimately how to bill for reimbursement. So far 11 states have some or all of their long term services through private insurers, with another 24 states having applied for demonstration grants.

Within our customer base, we have customers in states that are in all stages the Managed Care trend. Also, we possess the experience to assist to manage the changes while minimizing the administrative impact to the agency.
